Organisation
The Elcano Royal Institute's organisational structure is designed to achieve the missions and objectives for which the Institute was constituted. Its various governing bodies aim to provide a balance between public and private interests to manage a staff of experts capable of fulfilling the various targets the Institute has set itself.

The Institute's senior body is the Board of Trustees, which oversees compliance with the goals and objectives of the Institution. It exercises its duties either in plenary session or through an appointed Executive Committee. The Institute also counts with two bodies, the Business Advisory Council and the Scientific Council.

Board of trustees

The governing body of the Elcano Royal Institute is its Board of Trustees, whose main duty is to monitor compliance with the aims and objectives of the Institute. It was established on 27 December 2001 under the honorary presidency of H.R.H the Prince of Asturias. The Chairman of the Board of Trustees is Gustavo Suárez Pertierra, former Minister of Defence and Education. Its Vice-chairman is Antonio de Oyarzábal, Ambassador of Spain. José Manuel Romero is Secretary of the Board of Trustees.

The Board of Trustees is composed in such a way as to balance public and private interests on the one hand and the interests of government and opposition on the other. Former Prime Minister Felipe González is ex officio member, as are the standing Ministers of Foreign Affairs and Cooperation, Defence, Economy and Finance, and Culture, together with the chairmen of the Institute's leading corporate founders. The Board of Trustees has one trustee nominated by the leading opposition party.

The Board also includes, as elected members, academics and other leading representatives of Spanish cultural and social life. It should be pointed out that the composition of the Board of Trustees is by no means definitive and may well expand to include new members, either as a result of the appearance of new corporate founders, or of the wish to make the Board more widely representative.

The Board, which meets in ordinary session at least twice a year, carries the highest responsibilities within the Institute, including those of representation, governance and administration. Among other duties it approves the research programme, the budget, the accounts and the annual report. It also appoints the Executive Committee, the Secretary and the Director. It appoints new trustees and, at the proposal of the Executive Committee, members of the Scientific Council.

Business Advisory Council

Working alongside the trustees of the Elcano Royal Institute is a group of companies which contribute to its funding. These members are considered as corporate founders and constitute the Business Advisory Council.

Among the tasks of the Business Advisory Council is that of advising the Board of Trustees and its Executive Committee on the events and activities they undertake, drawing up its own working proposals, and providing backing for meetings and other means of disseminating the information generated by the Institute. The Council meets periodically, at least once a quarter.

Executive Board

The executive body of the Institute, acting on the instructions of the Board of Trustees, is the Executive Committee, presided over by the chairman of the Board of Trustees. All members of the committee are designated by the trustees and are elected for periods of five years, renewable.

It is up to the Committee to supervise fulfilment of the objectives and budgets of the Board of Trustees, to schedule those events not specified in the Annual Programme but considered to be in the interests of the Institute, to propose new trustees and to examine the grounds on which agreements and protocols can be subscribed to. It also decides how available funds are distributed and applied, within the guidelines laid down by the Board of Trustees.
